From star to pener
Your main goal is to overdrug your main enemy, 'Hero', to do that, you have to find certain materials across map by searching trash bins, vending machines and then crafting drugs at crafting station. Also, you can sell your drugs at 'Pener' (drugged man) and buy materials from Merchant finding Merchant which randomly spawns on map.
Keep in mind that police knows you very well and will chase you at sight, you can try to run behind buildings and get rid of them.
Go talk to hero once you enough drugs,
In order, give him: 3 paralen tablets, 2 heavenly dust, 3 packages, 2 green stuff and 3 J.O.Y. potions

we are sorry the game's objective is unclear, you have to overdrug yellow hair guy with 5 of each drug by searching vending machines, trashbins (space/E) for materials, crafting drugs at crafting station (press C key) and then talking to him
